He comes in to the base club ONLY when free food is available. 

And doesn't buy a thing.

And when he does something, it's soda.

And he doesn't tip the staff.

And he grazes on the free food.

When the food is gone, he'll try to suck up to the active duty  people for drinks, and he doesn't drink cheap drinks.

And he'll never by a round, let alone a single drink for the guys.

Even when it's not for public consumption (the Air Force bought pizzas for a Hail and Farewell and he attempted to graze their food, until he was stopped by the bar tender).

If you have a platter of dog shit with a sign that said "Free": he would get two plates, because it's free.
